George Streissel, a skilled machinist, sustained serious injuries to his lower back on March 21, 1978. He tried unsuccessfully to return to his old job.

On June 25, 1979, Streissel filed an application for disability benefits under Title II of the Social Security Act. His application was denied. He then appealed to the United States District Court for the Eastern District of Missouri, and that court granted...
