This is an appeal from an Oregon Liquor Control Commission's (OLCC) revised order denying petitioners' application for a seasonal dispenser license. ORS 472.205.1 Petitioners contend that OLCC improperly applied existing rules applicable to regular dispenser licenses,2 that it should have adopted rules particular to seasonal licenses and that the evidence was insufficient to support certain findings...
