Steven Arthur Carr was convicted after a bench trial of violating 18 U.S.C. § 641 (1976) by retaining, with the intent to convert to his own use, nineteen stolen United States Series E Savings Bonds. Carr seeks reversal of his conviction, claiming that the nineteen stolen bonds he possessed were not a "thing of value of the United States" within the meaning of 18 U.S.C. § 641.
