The petitioner, Donald E. Klingbeil, an out-of-state resident, contests the suspension of his privilege to drive in Colorado. Klingbeil contends that Colorado's statutory scheme for notifying motorists who receive traffic citations and whose driving privileges are thereafter suspended violates his due process and equal protection rights.
