The plaintiffs, a class composed of persons incarcerated in the Umatilla County Jail, brought this suit against the Sheriff and County Commissioners of Umatilla County, alleging that the conditions of confinement in the Umatilla County Jail violate rights guaranteed to them by the First, Eighth and Fourteenth Amendments to the Constitution of the United States.
