Appellant, Bernard Nettles Brown, a former County Commissioner of Bowie County, Texas, was tried by a jury and found guilty of four counts of extortion under color of official right (18 U.S.C. § 1951), two counts of conspiracy (18 U.S.C. § 371) and thirty-two counts of mail fraud (18 U.S.C. § 1341).
