Borchardt was charged, by four counts of a six-count indictment, with conspiracy to import and to possess with intent to distribute marijuana from November 1, 1980, to February 26, 1981 (counts 1 and 2), and with importing and possessing 481 pounds of marijuana on February 22, 1981 (counts 5 and 6).
