Appellants in this case seek a declaratory judgment that the Gun Control Act of 1968 restricts the issuance of dealers' licenses to persons engaging or intending to engage in "bona fide firearms businesses." Because we find no requirement in the Act equivalent to the meaning which appellants would assign that term, we affirm the district court...
