Donald Finney, Patricia Finney and Richard A. Kelley were indicted for eight counts of mail fraud, 18 U.S.C. § 1341, arising out of their business operation in Houston, Texas, variously known as Consumer Hotline, Promotional Advertising Services, and Responsive Advertising Services.
