PURTLE, Justice.

This involves a workers' compensation claim by the survivors of two employees of the city of Waldo, Arkansas. The administrative law judge ruled that there was "coincidental" and "dual" coverage between Home Insurance Company and the State of Arkansas Workers' Compensation Fund. The state fund has appealed from the decision.
