On June 9, 1981, Officer Stephen V. Reboul of the New Orleans Police Department received a letter from the Superintendent of Police, Henry Morris, advising Reboul to appear on June 10, 1981 for a disciplinary hearing in regard to various matters outlined in said letter. (See Appendix 1, letter of June 9, 1981.) Officer Reboul appeared as instructed, and on June 11, 1981 was dismissed from the department by letter dated the same date over the signature...
