Richard A. Weller (Weller) appeals from a judgment in favor of the State of Wisconsin (State) and the City of Milwaukee (City). Because we hold that the scope of the trial court's injunction is broader than is equitably necessary, we modify that part of the judgment and as modified, we affirm.
