In 1968 Elissa Lord was the owner of a parcel of land located in Ossining, Westchester County, New York. The southeast portion of such land had frontage on Snowden Avenue, a public street. In that year the State of New York condemned a broad strip of land (State Parcel No. 10) which ran east to west across the entire parcel owned by Lord, for the purpose of securing a right of way for a connector road to the proposed...
