Kimberly-Clark Corporation appeals from a judgment affirming a declaratory ruling of the Public Service Commission (PSC). At issue is the single question of whether the Public Service Commission, under sec. 66.076(9), Stats. (1975), has the authority to set sewage rates retroactively and order rate refunds. This court holds that they do not and affirms the ruling of the trial court.<...
