VANCE, Circuit Judge:

Carlos Jesus Figueroa appeals his conviction of attempted aircraft piracy in violation of 49 U.S.C. § 1472(i)(1) and his sentence to the statutory minimum of twenty years imprisonment.

The Facts

The case arose from events which transpired on September 14, 1980 when Figueroa was aboard Eastern Airlines Flight 115 travelling from Tampa to Miami. About fifteen minutes prior to landing Figueroa handed the flight attendant...
