Appellee, Russell L. Holderbaum, Jr., was employed by the Metropolitan Police Department from July 1, 1968, until December 23, 1977. He was dismissed from the force following a hearing before the Metropolitan Police Department Trial Board (hereinafter Board) on April 4, 1977.
