LEMMON, Justice.

This is an action to require defendants to pay the City's policemen additional wages which are allegedly due under the 1928 amendment to La.Const.Art. 14, § 25 (1921).1

The trial court dismissed plaintiffs' petition on defendants' exception of no cause of action, and that judgment was affirmed by the court of appeal. 409 So.2d 411
