PER CURIAM.

This is an appeal from the district court's dismissal of the plaintiff's "amended petition" for failure to state a claim upon which relief can be granted. For the reasons stated below, we affirm that judgment.

In his "amended petition" filed on October 1, 1979,1 the plaintiff made the following allegations: (1) he is by race a "Brown Oriental Semite"; (2) on three occasions he filed formal charges of criminal violations...
