In July of 1975 thirteen Chicago police officers executed simultaneous search warrants of an apartment and a social club in adjoining buildings on West Hadden Avenue in Chicago. In the course of the search, two of the officers, Eugene Kuffel and William Schwartz, handcuffed Roberto Sanchez, a Puerto Rican window-washer who happened to be visiting the apartment, to a chair.
