Joseph Tito Statchuk was tried by a U. S. Magistrate for the District of Maryland on a charge of operating a motor vehicle after his driver's license had been suspended. Upon his conviction on June 4, 1981, Statchuk mailed a letter setting forth his notice of appeal that same day.
