This is an appeal by the defendants from circuit court orders dealing with a change in the form of government of the City of Jasper. We reverse and remand.

On March 8, 1946, the City of Jasper began operating under the commission form of government and has continued under that form. This controversy arose out of a special election held on June 23, 1981, in which that city's electorate voted to abandon the commission form in favor of the mayor...
