This is an appeal by the Illinois Environmental Protection Agency (hereinafter the Illinois EPA) from the circuit court's action in granting injunctive relief and entering declaratory judgment for Borg-Warner Corporation. The court ordered the Illinois EPA to grant Borg-Warner an adjudicatory hearing on its application for renewal of National Pollution Discharge Elimination System...
