Holcomb sought in the district court judicial review of an administrative determination that he had violated the Horse Protection Act of 1970 (1970 Act) as modified by the Horse Protection Act Amendments of 1976 (1976 Amendments). The district court held that under the 1976 Amendments exclusive jurisdiction to review the administrative determination lay in the court of appeals, and accordingly gave summary judgment for the Government.
