This cause came on for hearing on August 10, 1981, on plaintiff's application to both temporarily and permanently enjoin the defendants from staging a rock concert at the Toledo Speedway on August 23, 1981. Plaintiff, on behalf of the state, seeks injunctive relief pursuant to R. C. 3719.10 and R. C.
