Plaintiff Deborah Hayes (represented in these proceedings by her mother, Idabelle Hayes) seeks review of the Secretary's decision to terminate supplemental security income benefits. Hayes is a 23-year-old woman who is diagnosed as suffering "borderline mental retardation" and "inadequate personality," and has never held a job. In August 1977 she was granted benefits, but in January 1979 she was informed that she was found as of December 1978...
