We are asked on this appeal to review the Florida Board of Cosmetology's decision that the practice of esthetics requires a cosmetologist's license under chapter 477, Florida Statutes (1979).

Appellant, an esthetician licensed in another state, requested the Florida Board of Cosmetology to issue a Section 120.565 declaratory statement determining whether the providing of skin care services known as "esthetics" is exempt from those activities...
