This action began in a Michigan Circuit Court as a petition by plaintiffs for review of an adverse administrative decision. The Michigan Department of Social Services (DSS) had determined that plaintiffs were not eligible for Aid to Families with Dependent Children (AFDC) because as guardians they were not related to their wards in the manner required by administrative interpretations of the Social Security Act...
