The plaintiff appeals from the judgment of the Superior Court allowing the board's motion for summary judgment and dismissing this action in the nature of certiorari which was brought in the Supreme Judicial Court and subsequently transferred to the Superior Court for disposition. The plaintiff alleges that the board's motion for summary judgment was erroneously allowed because the board abused its discretion in denying his applications
