Defendants appeal from a declaratory judgment and permanent injunction precluding enforcement of Michigan's prevailing wage law1 on the ground that the statute constitutes an unlawful delegation of legislative power. Plaintiffs cross-appeal the trial court's ruling that the statute applied to West Ottawa and Wyoming Public Schools.
