Petitioner, Columbo L. Saggese, Jr., and his codefendant, Jerry Angelo Palermo, pled guilty to distributing cocaine in violation of 21 U.S.C. § 841(a)(1) on January 3, 1974, in the United States District Court for the Southern District of New York.
