Dr. Millard Bass brought this suit against his former employer, Wayne County, Michigan, and the person who appointed him, Dr. Werner Spitz, Wayne County Medical Examiner.1 In 1976, plaintiff was "indefinitely suspended" from his position as an assistant medical examiner for Wayne County, and prosecuted on criminal charges of mutilating dead bodies.
