This is a criminal prosecution for violation of 5 U.S.C. § 7311(3) and 18 U.S.C. § 1918(3), which prohibits United States government employees from participating in a strike against the government.1 The defendants are all former air traffic controllers who were presidents of their local Professional Air Traffic Controllers (PATCO) union chapters.
