The Federal Energy Regulatory Commission (FERC) in the orders under review provided that natural gas producers holding "optional procedure" certificates under 18 C.F.R. § 2.75 could not seek the new, higher ceiling rates under the Natural Gas Policy Act of 1978 (NGPA), 15 U.S.C.A. §§ 3301-3432.
