The plaintiffs, eight politically active tenured professors at the University of Texas at Austin (UTA), brought this 42 U.S.C. § 1983 action against UTA President Lorene Rogers and the UTA Board of Regents after being denied the full salary increases for which they had been recommended for the fiscal year 1975-1976. The plaintiffs alleged that this salary action was taken in retaliation against their exercise of their first amendment right...
