The Town of Rayville filed suit to expropriate a part of defendants' 200 acre farm property for the purpose of enlarging the Rayville Municipal Airport. The primary issue at trial was the highest and best use of the property: farmland as contended by plaintiff or rural residential as contended by defendants.
