By direct appeal, appellants seek review of a decision of the District Court of Appeal, First District, reported at 368 So.2d 449. Because the district court initially and directly passed upon the constitutionality of a state statute, we have jurisdiction pursuant to article V, section 3(b)(1), Florida Constitution (1972).
