The California Unemployment Insurance Appeals Board (board) challenges a judgment declaring invalid its decision that claimant Thurman Carroll was eligible for benefits. (P-B-292 (Carroll) (1976).) Plaintiff Pacific Legal Foundation cross-appeals from a postjudgment order that denied its motion for attorneys' fees.
