Mitchell Energy Corporation (hereinafter referred to as "Mitchell") petitions for review of a Federal Energy Regulatory Commission1 order refusing to declare that certain natural gas was not dedicated to interstate commerce, and instead directing Mitchell to apply for authority to abandon interstate service.
