This case involves a declaratory judgment action brought by the State of Alabama, acting by and through the Alabama State Docks Department, an agency of the State, as plaintiffs, against Mr. Vivean M. Reid, Roberta C. Reid, Southeastern Materials, Inc., a corporation, the City of Mobile, and the First National Bank of Mobile.
