McKAY, Circuit Judge.

In 1970, plaintiff Anne Owens and her husband, James Owens, were hired by the Sheriff's department of Wabaunsee County, Kansas. Plaintiff was hired primarily to do clerical work, although she was later promoted to the status of a deputy. Throughout the term of her employment, plaintiff was dissatisfied with certain aspects of her employment, particularly her pay. The Sheriff, defendant Rush, often petitioned the Board of County Commissioners...
