Richard J. Caspari filed suit seeking a writ of mandamus to compel Robert Deblieux, Mayor of the City of Natchitoches (the Mayor), to appoint him to the position of chief of police of that city. The trial court ultimately rendered judgment dismissing plaintiff's suit on the ground that the matter had become moot. Plaintiff appeals. We affirm.
