PER CURIAM:

In this civil rights action the district court granted the appellees' motion for summary judgment on the ground that no constitutional rights had been abridged. We affirm.

On May 31, 1976 appellee Hakes, building inspector for the city of Rossville, Georgia, issued a building permit to Kenny LeCroy, Crocker's next-door neighbor, allowing LeCroy to convert a tool shed located at the back of his property into a small apartment. Appellant Crocker...
