This appeal raises the question whether the driver of a United States Navy vehicle who negligently injured the plaintiffs' minor daughter was an "employee" of the United States within the meaning of the Federal Tort Claims Act, 28 U.S.C. §§ 1346(b), 2671-2680 (FTCA), when at the time of the accident the driver was employed by a corporation engaged by the United States to provide security services at a naval base.
