The issue in this case is whether a union may station picketers in a foyer in front of the entrance to a restaurant located on the 46th floor of an office building. We conclude, as did the National Labor Relations Board, that the union should be permitted to picket on the 46th floor.1 But we also conclude that the Board's order did not adequately protect the petitioner's...
