Petitioner is the Katonah-Lewisboro Union Free School District. Respondent Sweeney is employed as a school teacher for petitioner. In September, 1968 respondent was granted prior service credit for nine years of work experience outside the school district. When the credits were granted, there was in effect subdivision 6 of section 3102 of the Education Law, which provided as follows: "The school authorities...
