This case is before the court on appeal by the Government pursuant to 18 U.S.C. § 3731 from a dismissal by the district court of an indictment lodged against appellee Michael Lawrence Roche for bail jumping in violation of 18 U.S.C. § 3150.1 Upon appellee's motion the district court dismissed the indictment on the ground that proper criminal venue did not lie in the Western District of Kentucky.
