Plaintiffs LaSalle Extension University and Katharine Gibbs School (LaSalle) appeal the district court's denial of attorneys' fees under the Freedom of Information Act (FOIA), 5 U.S.C. § 552(a)(4)(E) (1976). The district court determined that LaSalle's confessed commercial self-interest in obtaining the requested material had provided an adequate incentive to bring the FOIA suit...
