I concur in affirmance but would do so only specifically without prejudice to a subsequent determination of the issue raised herein concerning the proper interpretation of the proposed ordinance if (a) the proposal is approved by the voters and (b) such a determination is otherwise necessary and appropriate. See Wilson v. Dade County, 369 So.2d 1002
