This is an appeal by the state of Florida from an order dismissing the second count of an information which charged the defendant with being a convicted felon unlawfully carrying a concealed weapon.

The trial court ruled that if the Department of Offender Rehabilitation had complied with the provisions of Section 944.293 Florida Statutes (1974) it is quite possible that the defendant would have had her civil rights restored which would have given...
