OVERTON, Justice.

This is an appeal from a final judgment of a circuit court construing article VII, section 3(a), Florida Constitution, and holding that vacant property owned by the City of Sarasota was not exempt from county ad valorem taxation. We have jurisdiction1 and reverse.
